Milligan is a former technical intern (Data Analyst) at Improving Atlanta Former SULI intern (Software Engineer) at Oak Ridge National Laboratory for the Environmental Risk and Energy Analysis Group; Biological and Environmental Systems Sciences Directorate Former ECO intern (Software Engineer, Computer Vision Engineer) at Oak Ridge National Laboratory for the Environmental Risk and Energy Analysis Group, Advanced Plant Phenotyping Laboratory. He’s received the Biological and Environmental Award, Biological and Environmental Systems Sciences Directorate Award, Biosciences Division Distinguished Achievement Award, Most Enabling Capability, APPL AI Image Analysis Team (2025) ORISE Future of Science, and Undergraduate Student and Post-Baccalaureate Award (2025).

Education

Graduated from Georgia State University with a B.S. in Computer Science.

Research

Functioning as a deep learning engineer at ORNL’s Advanced Plant Phenotyping Laboratory (APPL), Milligan researches, develops, and pushes solutions that support plant scientists and the Department of Energy’s biofuel initiatives. His current projects include: researching and developing state-of-the-art computer vision models for analyzing multimodal (e.g. RGB, Hyperspectral, Multispectral) images of biofuel targets and deriving phenotypic traits. Researching and developing multi-agent systems to collaborate with scientists and drive scientific discovery at high-throughput phenotyping facilities.
